In December 2005, the cMYP costing and financing tool version 1.3 was made available to help undertake the costing and financing of a cMYP. This tool was developed to help countries that did not already have a system in place, estimate the past costs and financing of immunization, and to make projections of future costs, future resources requirements, future financing needs to achieve programme objectives, and analyse the corresponding financing gaps.

This note highlights the background, rational and specific changes made between Version 1.3 (December 2005) of the cMYP Costing and Financing Tool and Version 2.2 (February 2009) and Version 2.4 (July 2010).

The Measles Strategic Planning tool is designed to facilitate evaluation of population immunity profiles and surveillance data at the national level and gauge the impact of changes to measles vaccination strategies, such as the introduction of a second routine dose of measles vaccine or implementation of Supplemental Immunization Activities.

Tool to survey immunization coverage

In 2005, in conjunction with their GAVI partners, WHO and UNICEF developed the Guidelines for Developing a Comprehensive Multi-Year Plan (cMYP) for immunization1 as a means of providing support for countries to improve their immunization planning. This new approach was guided by the need to simplify and harmonize the proliferation of varied immunization planning activities at national level, which in turn had lead to duplication of effort, high transaction costs for national partners and those with variable degrees of national ownership, and a lack of alignment with national systems. Through the GIVS initiative and framework, the cMYP process
is expected to streamline immunization planning process at national level into a single comprehensive and costed plan. It is within this context that these new guidelines build on existing multi-year planning experience, while adding the critical elements of costing and financing by drawing heavily upon the methods developed for the immunization financial sustainability plans (FSPs)
