2. Cold Chain Equipment Manager (CCEM) Tool Program

The Cold Chain Equipment Manager Tool (CCEM) is an MS Access software application for analyzing the storage capacity of the cold chain based on an inventory of vaccine refrigeration equipment with components for inventory management and forecasting. The strength of the application is that it combines domain knowledge, an equipment inventory, and analytics into a single tool. The target users of the system are planners who have responsibility for managing the cold chain, including determining strategy and allocating equipment. The application is written in Microsoft Access 2007 and runs on PCs with Windows XP or later. The underlying data required includes geographic information (administrative districts), health facilities with associated populations, and an inventory of refrigerators for each health facility. The main modules of the application are data entry for updating facilities and inventory, report generation, and forecasting. The forecasting has two components: analyzing the refrigeration capacity required for the nation’s vaccine schedule and modeling scenarios for allocating and removing refrigeration equipment. The vaccine storage capacity calculation for a facility takes into account the population, the vaccine schedule and packaging, and distribution policies.
